It is not an offence in itself to be in an offside position. A player is in an offside position if:
he is nearer to his opponents’ goal line than both the ball and the second last opponent.
A player is not in an offside position if
he is in his own half of the field of play or
he is level with the second last opponent or
he is level with the last two opponents.

里面和这次判罚很相关的那句是：
he is nearer to his opponents’ goal line than both the ball and the second last opponent.
他同时比球和倒数第2个防守球员更靠近底线。
如果有人认为IB射门瞬间，C19比球更接近球门，那么可以认为C19进的那球是越位，否则请别再在规则问题上争论了，谢谢

这种球经常有争论 平时踢球的时候也老因为类似的情况打起来 对规则在加深一下理解吧
