The news comes on the same evening that Alexander Hleb has reportedly told Arsenal he will be joining Inter this summer.
Nerazzurri president Massimo Moratti has on countless occasions vowed to make a big-name signing as Inter celebrate their 100th birthday this year.
An Inter official has revealed to The Sun that they made an offer of £25 million for Liverpool captain Steve Gerrard, but were emphatically told the midfielder was not for sale.
They will be looking elsewhere, but maintain that the 27-year-old England international is their top priority.
“We need to make a big signing for next season and Gerrard was at the centre of our thoughts," said the unnamed official.
"Liverpool gave us the most emphatic response he was not for sale.
“We have drawn up a list of alternatives. But if Liverpool decide to sell, Gerrard is our top priority.”
