符合财政公平原则脱离监管的俱乐部有： FC Krasnodar, FC Lokomotiv Moscow, AS Monaco FC, AS Roma and FC Zenit St Petersburg

符合今年条款但是继续在监控中的俱乐部有：FC Astana, Beşiktaş JK and FC Porto，其中FC Astana, Beşiktaş JK的条款将维持到18/19赛季，FC Porto将维持到20/21赛季

部分符合今年条款的俱乐部有：Fenerbahçe SK, FC Internazionale Milano and Trabzonspor AŞ，做出处罚，18/19赛季将被处于有参赛条件限制的措施的处罚，但是并没有其他罚款或者处罚条款。

未能符合欧足联公平竞赛财政原则的俱乐部又：FC Rubin Kazan

好像说国米是是收支达到了平衡，但是工资比例过高被处罚报名欧冠名单只有22人的，其实少三个人就少三个人吧，再忍忍这个赛季过了就好了。新赛季的收支平衡应该会比上个赛季好达到，毕竟有欧冠，但是并不带代表现在我们能大手大脚的花钱，还要有限制性的控制开销。

修改一下，好像不是工资的问题，是球员引进费用分年摊销不仅没有下家还上涨过大（就是马里奥和加比球的转会4年摊销）。
后果就是引进球员的转会费和出售收入要保持一致，欧冠人数25人减少为22人。

Additional financial contributions, if applicable, will be withheld as specified in each respective agreement. 看了下原文 新闻翻译的不是很全面
应该不是追加处罚 而是没有能够提前解禁 依旧按原计划再被监管一个赛季
而2019-20赛季继续被监管的只是Fenerbahçe SK 没有咱们

所以其实并不是受到了新的惩罚 只是说没有惊喜而已

没找到写原因 就简单的写了这么一句 “部分达标” 至于哪部分没达标 没找到内容

最后一段只是说共有八只球队继续接受监管
但再后面的内容就是两只球队新签的和解协议
并没有咱们 所以对咱们的监管依旧是之前的协议内容

我的理解是 情况与以前相比 并没有什么改变
至于是不是必须买人和卖人一致 我从两只球队新签的协议中简单看了一下
能看懂的主要还是账面平衡（有限制的亏损）、注册人数、缴纳罚款押金

看不懂的有两点

关于工资问题的新闻在这里，由于不是官方，所以我没翻译，一时间忘记把出处列出来了，不好意思。。。。

里面提到国米和欧足联的主要问题有两点（不是很精准），第一个好像是因为球员贬值带来的直接财政平衡问题（点名了马里奥和加比格尔）；第二个就是关于球队工资支出超过了球队收入了60%。

其实参赛人数的限制好像是写了，这本身就是处罚了，但是其他处罚好像是没有的感觉。

简而言之就是我们的工资福利和收入相比过高，要限制。

意思就是要欧冠报名人数要被限制，这是因为俱乐部和欧足联签订的FFP协议规定的净转会支出（简而言之就是我们的转会支出过高，就是马里奥和加比球的转会支出挖坑太多）

按最后一句 as originally foreseen 这个限制人数的惩罚应该是早就预期的
除非完全达标才能免除

但欧足联既然搞这个规则 就不会让球队轻易地提前解套
所以“部分达标”其实是比较正常的情况了
只要没搞成“不达标” 追加处罚或者延长监管期就好

早上我是看有人说监管期延长到了19/20年 所以才抓紧看了下原文
还好是误解 19/20年只是针对一直球队而已 咱们还是18/19赛季结束

按目前招商力度 明年能到账的赞助费会增加不少 再加上欧冠奖金 18/19年肯定能解禁
苦日子总算要到头了
