<B>推进北京奥运会志愿服务 志愿者取经美利坚</B>

　　
　　奥运志愿者管理人才培训团成员王少丽正在为特殊儿童分发冰淇淋

　　不久前，2008年奥运会志愿者工作协调小组将18名共青团干部作为北京志愿服务管理人才送到美国参加培训。35天里，他们参加了“美国志愿者大会”、并到美国志愿服务机构进行了学习。他们把北京奥运志愿服务的种子撒到了大洋彼岸，也将美国先进的志愿者管理经验带回了中国。为北京奥运会如何管理数量巨大的志愿者队伍，给与了借鉴意义。王少丽正是这18人中的一员，她向我们介绍了本次培训的具体情况。
　　<B>志愿者社会</B>
　　在美国拥有数量庞大的志愿者，说到这点王少丽十分感慨：“在美国做志愿者几乎是每一个美国人必修的一门课程可以说‘美国全民皆为志愿者’。
　　在美国还有一条规定，中学生要想升入好大学，就必须要在三年内完成至少40小时的志愿服务。如果要上更好的学校就必须参加更多的志愿服务。”而成就美国志愿服务如此普及最重要的原因除了政府的鼓励，还应该归功于完善的志愿者奖励机制。“在美国每一年都有一个全国志愿者大会，届时社会名流、政府官员、演艺明星都会到会向志愿者们表示最诚挚的感谢。在那时志愿者们都觉得自己所有做的都得到了承认，志愿者们更加看重的是精神上的奖励。”王少丽介绍说。
　　<B>管理志愿者</B>
　　美国人怎么去管理如此庞大的志愿者队伍呢？“信息化、系统化的管理，他们从志愿者招募、录用，监督到后期对志愿者的评估，都有非常详细的记录。由此几个人就能管理300人的志愿者队伍。想要把2008年奥运会志愿者的管理工作做好，就必须建立一个完善的志愿者信息管理系统。”王少丽介绍了美国社会对志愿者管理的制度化、法制化。美国志愿者在第一次开始志愿服务的时候，都会拿到一本志愿者手册。里面详细标明志愿者的职责和权利，当志愿者违反规章制度，或者志愿者利益受到损害时，可以做到有章可循、有法可依。
　　而说起临场的志愿者管理，王少丽向我说起了一个培训中遇到的故事。一场大型比赛中，作为志愿者的她和一位同事被分配在停车场。而到一半时调配中心又把他们安排到了其它地方。停车场于是开始缺人只能再从别的地方调人过来。而到第二天组委会就多抽调了一部分志愿者作为后备人员。
　　<B>中国的声音</B>
　　这次去培训还肩负宣传北京奥运的任务。“我们在今年的美国志愿者大会上特别制作了一个北京展台。许许多多精美的图片把这个小小的5平方米装扮得格外醒目。大家把《北京奥运会志愿者行动计划》和《北京志愿者协会画册》摆了出来。一看到关于北京奥运的东西，那些美国志愿者们就来了兴趣。我们向美国朋友们详细介绍了北京奥运志愿服务工作的情况。当得知奥运会志愿者包括境外志愿者时美国朋友们纷纷表现出跃跃欲试的神情。”王少丽向我们说起了他们在全美志愿者大会上引以为傲的展台。培训团还在大会上举办了“大型活动青年志愿服务论坛”使得这里也有了来自北京的声音。这也是大会唯一一个美国本土以外的团队。王少丽向我们说道：“美国朋友对奥运会志愿者何时开始报名、境外志愿者如何报名、境外志愿者吃住交通提了很多的问题。”
　　不到两年北京奥运就将到来，中国志愿者和北京这个城市一样都是第一次迎接此类盛会。我们必须在这两年里好好提高志愿者的管理水平，真正做到防患于未然，而不是等到问题发生时再补救。
